The premise is pretty straight forward for a science fiction movie: in a far-flung galaxy water has become the most hard to come by commodity and a big, evil. "The Ice Pirates" The time is the distant future, where by far the most precious commodity in the galaxy is water. A busy, bewildering, exceedingly jokey science-fiction film that looks like a Star Wars spinoff made in an underdeveloped galaxy. ''The Ice Pirates,'' which has been rated PG (''Parental Guidance Suggested''), contains dialogue heavily laced with double-entendre witlessness. Hilarious comedy. You can tell.
